Globalization of the telecommunications industry is driving the need to apply a common set of quality requirements throughout the supply chain. TL 9000 addresses this need and is synonymous with reduced costs, improved performance and enhanced customer/ supplier relationships.
TL 9000 was designed specifically for the telecommunications industry. It is based around ISO 9001 and was developed by the Quality Excellence for Suppliers of Telecommunications (QuEST) Leadership Forum in response to product and service failures within the industry.
Representatives from major stakeholders decided that only by defining specific quality needs and setting clear goals and objectives could the telecommunications industry promote a culture for continual improvement.
TL 9000 defines the telecommunications quality system requirements for the design, development, production, delivery, installation and maintenance of products and services. This also includes performance and cost-based measurements that measure reliability and quality performance.

TL 9000 is only relevant to those organizations currently engaged in work within the telecommunications industry and who want to implement a certified management system with international recognition.

We have made the process of certifying to TL 9000 remarkably easy.
Firstly we recommend you visit the QuEST Forum website and register with the QuEST Forum administrator. As part of the TL 9000 certification process, companies must register as a candidate.
1. Buy and read the TL 9000 handbooks
Before you can begin preparing for your application, you'll require a copy of the two handbooks. You should read these and make yourself familiar with them. You can buy a copy directly from the Quest Forum website.
2. Make contact
Get in touch and tell us what you need, so we can sort out the best services for you. We’ll then give you a proposal detailing the cost and time involved in a formal assessment. At this time you will also need to determine the scope of the certification and identify the product categories that you will be making metrics submissions against.
3. Meet your assessment team
We’ll assign you a Client Manager, who'll be your main point of contact throughout the certification process and beyond. They'll have an excellent understanding of your business area and will support you as you move forward to the assessment and certification of your telecoms management system.
4. Review and assessment
We’ll do a desktop review of your telecoms management system against the standard, and identify any omissions or weaknesses that need resolving before formal assessment. An optional pre-assessment can be undertaken to review existing TL 9000 systems to establish your readiness for assessment. Once these have been addressed, we’ll conduct a full on-site assessment in accordance with the selected scope.
5. Consider training
Whether you're seeking to implement a management system or would like to increase your general awareness of quality management systems, there are a range of workshops, seminars and training courses available.
6. Certification and beyond
Once the assessment has been successfully completed, we'll then make formal recommendations. A certificate will be issued clearly explaining the scope of both your TL 9000 and ISO 9001 management system and then you can begin promoting your registration. The validity of your certification is maintained through a process of continual assessments and reassessment.
